People definitely do rate games "from love". The problem is, everyone has different views on what's a "good game", so many games often go under judgement.
If you are trying to make a good game, it will take time. Write down your ideas, understand your setting, learn your game engine, and more before just jumping in. The more planning you do, the better your game will be. Once you are creating your game, rigorously test it's gameplay before publishing. Once you ensure there are no bugs, and that game elements like story, progress, and difficulty are adjusted correctly, publish your game.
