Tahoma2d was made by one of the people who worked on OpenToonz and decided to make their own software, basically.
It runs pretty well and has some neat features unlike OpenToonz. I'd give it a shot, although, the only quirk is that you have to download an FFmpeg extension in order to export animations in .mp4
The website will show you how if you search it up, but that's an extra step to take if that's what you're going for.
