Honestly, the best thing you can do is simply reach out. Write emails periodically saying something like "Hey, I'm this person who does this thing, would you like to participate in [x]?" You don't really have any leverage if you don't think you have anything to offer, but the worst response you can get is a no. You're not gonna burn any bridges just by asking and following up a couple of times. Be honest about your situation and your interests.
And who knows! Maybe someone is feeling generous or they think your project sounds really cool.
Another thing you could think about is if you do have a specific project in mind, you can always apply for a grant. Then you have usable money to onboard someone.
Keep at it. From what I recall, your website looks pretty legit, your profile is rather impressive, and you have some really cool work under your belt. Depending on who you're after, I'd say your odds might be good regardless of your financial situation.
