UK Online Safety Act - Age Verification

We just deployed an update to introduce age verification for UK users to access adult content, per the requirements of the UK Online Safety Act. This has been rolled out for A-rated movies and games, with the other A-rated pages to follow in the upcoming days.


9/18 Update - This has now been rolled out for A-rated art and audio as well.


There are some changes from our initial plan; we had hoped to use credit card transactions alone as proof of age for UK users but there hasn’t been a method for us to single those out on our end. As a result, here is where we have ended up for UK visitors:


1. If your account is more than ten years old, we will assume you are over 18. This is in line with one of the methods of effective age assurance, which involves paying a third party to match your email address against some sort of database of scraped data, which determines if your email has been in use for a long time. We have our own long-term data, so we’re using that.


2. If your account ever bought Supporter status, we won’t be able to check for credit card status like we hoped, however we are having a one-time amnesty where if you paid for Supporter status more than five years ago and claim to be over 18, we will assume you are now at least 18.


3. If none of the above applies, you will have the opportunity to become a Supporter (to cover verification fees) and proceed with the new age verification process. We are using Yoti for age verification. 


Newgrounds will not be viewing or retaining anything you submit as part of your verification, we only receive a pass or fail response from Yoti. The quickest option is to use their face scan feature, which I know makes people uncomfortable, however Yoti auto-deletes the image after returning a true or false value to Newgrounds.


Some notes:


1. The flow isn’t perfect at the moment. If you hit an A-rated page and aren’t a Supporter yet, the process will first prompt you to become a Supporter. Once you become a Supporter, you will need to find your way back to that page (it doesn’t flow back to that page automatically). When you come back to that page, you will be presented with the next step, performing age verification.


2. I had an experience where Yoti appeared to be stuck on the “Estimating Age” screen after taking my picture. After waiting a few minutes, I refreshed the page and tried again and it worked quickly the second time. The page on NG then responded to the successful verification and I was done.


3. I was tempted to title this post “Blue Monday” for you New Order fans.


ID checks will be needed in many more places where similar laws are being enacted, such as Europe and a growing number of US states. For now UK users are our test group so thank you for bearing with us through any rough edges.

Hopefully this age verification wave on the web goes away soon. It really sucks that every site is slowly requiring people to do ID checks, and I can imagine it isn't great having to find a third-party who can handle ID checks while also being reputable.

Or is this new verification system for all users?


How much is this new verification system costing? And what potential penalties would Newgrounds face should it fail to implement this ridiculousness?

So let me get this straight, from this point onwards I gotta hand in my ID (im in europe) to prove that Im an adult when I view 18+ content? Even though im 18?

Man, I hate what the world is becoming, sure it helps keeping minors out of stuff that isnt suitable for them, but at the same time, handing in over ID? Jeez.

Currently this is just UK but will be coming to Europe and a number of US states. Regarding penalties, UK fines would be in the millions and there are US states where it can be things like $10k per account.


PA has a bill requiring this too but it hasn't passed at the moment.

Lord have mercy on the British..


There are options are to agree with it or pay fine. A reminder that may not accepted by card as they put it as suspicious activity. More hoops to go through. Wouldn't lawful fee be official? There have been scams posing as law.

I heard 4chan is fighting it by stating they not living in UK land. It is now a court decision. If matters by law of the land and if government officials of that land that are not prepared or willing to forsake their citizens’ rights for sake of control, it is not bring in confidence.

This may strike some readers as harsh but I absolutely detest the government.

Completely fair decision, and I'm glad you're still able to go through with the "10 year assurance" method.


Still sucks to see laws like this go into fruition but sadly most of the public have started to accept it or go through dodgier websites for their fix. Or, y'know, Very Probably No ways. Who knows.


An alternative video sharing site Vanillo had to comply with these laws (not just in the UK but in some US states) and their response is to completely block UK and US access until there are means of which verification is possible without costing the sites millions. Steam's implementation is a bit scary though because the likelihood is that many adults will have to obtain credit cards not just for Steam but for other storefronts in the near future, if not in a scary means to verify their age.


Until there's a much better, affordable way to check ages (unlikely), the internet will soon just be limited to big tech and sites who run on donations like this site. Remember net neutrality?

Here's a tl;dr of US states implementing mandatory age verification laws, as noted in FSC Action Center.


The following states are passed into law but not yet in effect:

Arizona (Will be on september 26th), Ohio (September 29th), and missouri (TBA).


The following states ARE currently in effect.

Alabama, Arkansas, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana (Seven lives here), mississippi, Montana, Nebraska, North Carolina, North Dakota, Oklahoma, South Carolina, Tennessee, Texas, Utah, Virginia, and Wyoming.


Tom, since half of the united states are info effect, how much trouble will it be to ensure I and other american groundlings don't have too much of a hassle verifying age?

Just wtf is this? Paying a fee AND also doing a fucking face scan for a 3rd party to verify your age AND also a database scraping software that checks how old your email is? This whole ruby goldberg process just so you can watch A rated stuff on Newgrounds of all places. I'm not going to get into the discussion of free speech/free web/free access cause I'm sure it's been discussed to death but holy shit is this disgusting. I'm not blaming ng for this, they were at gunpoint by the law to comply. What's disgusting is the process. And btw, give me a fucking break with Yoti, they definitely save those face scan pics. The gvmt has backdoors in most all software that comes out and reaches mass market. This is tinfoil hat speech here, I know, but I'm dead certain those face scans are retained. And if they're not, their data fingerprint is still there. The result of the facescan is still there and attached to your digital unique ID that tracks you across your devices and apps.


If anyone said back in 2008 that we'd have to pay and do a face scan to watch smut on NG of all places, we'd laugh.

Geo-fencing by IP on a state-by-state basis isn't perfect and there will be cases of people who slip by (in court we would have to argue that we did our best there) or get mistaken for being in a state where verification is required (if you live near the border for example).


There will also be the growing question people will ask: now that we have the tools to do it, why wouldn't we just do it everywhere? When looked at through only the angle of kid safety, it's hard to argue with that.
