Exactly this. There needs to be a system to prevent people from making a loophole around the rules.

Agreed. The person rating it "E" isn't wrong for doing so - there's no naughty bits in there anyone would get off to on this page. That being said, it is still in poor taste.
I think this being a common issue is a reflection of an oversight in compiling related works on this website, and for most people who only draw one stand-alone image, it's not really an issue, but I do think this could be abused by bad actors who don't tag things to bait others with a link to the TOTALLY SFW NEXT PAGE HAHA!!1!
...But on the other hand, you could just wait to upload the completed comic as a "gallery" feature onto your page, and thus it be counted as one entry, so I dunno =w=
If it were me personally, I'd tag the page A even if there's no smut in it. It's just good form to consider people's boundaries so they can accurately opt-in to read your work.
